MINUTES OF THE MEETING OF BARLEY PARISH COUNCIL
HELD AT THE TOWN HOUSE ON MONDAY 11th January 2010 AT 8PM
1. Present: Cllr Jeremy Carlisle (Chairman); Cllr Vanessa Martin; Cllr Philip Smith; Cllr Tony Slater; Cllr Richard Elliott; Mrs Bridget Ashcroft (Clerk) Mr Timothy Martin (Financial Officer)

Cllr. Turner sent his apologies as he was unable to attend.
3. Minutes of Last Meeting
Minutes of the last meeting were read and approved. Acceptance was proposed by
4. Financial Officers Report & Signing of Payments
Mr Tim Martin reported that he still needed to write to the VAT office to confirm the situation regarding the hiring out of Marquees. He also needs to ascertain that the Parish Councils relationship with the Barley Show committee is formerly documented.
Mr Martin noted that he was now in a position to submit the Parish Council Accounts on line. Also that as yet he had still to write to the Charity Commission regarding the settlement of the endowment.
Cllr. Carlisle asked if the person letting the Town House who had fallen into arrears was still paying off the money owed. Mr Martin informed the Council that although monthly payments are being received, of late they have not included additional funds to pay off the additional amount. He agreed to look into the matter and report to the Council at next month’s meeting.
It was proposed by Cllr. R Elliott and seconded by Cllr. V Martin that the following payments be made.

5. Matters Arising
Notification has been received from Curwen’s the Solicitors that they are now a limited liability partnership.
It was agreed that the speed sign on Cambridge Road does appear to be accurately calibrated to reflect the 30mph speed limit.
Regarding the quotation for the work required on the Lock Up, Cllr. Smith agreed to contact the contractor to ask him to update his quotation.
Cllr. Carlisle had spoken to Hanson’s builders regarding finishing the work at the War Memorial. They said that they had received the iron bell and would finish the work as soon as the weather improved sufficiently
The Clerk had updated the Council’s Health and Safety policy and it was placed back into its frame.
Cllr. Carlisle noted that he had not passed on the information as yet to Barley School regarding the types of fence available but would be doing so shortly.
Rear Conservatory at 5 King Edgar Yard

Repair & Replacement of windows at Dalnyveed, Bakers Lane
No objections were raised.
7. Town House
The electrician has completed the installation of the new cooker and it is now in operation.
However, the cover for the light fitting in the small room next to the upstairs kitchen is still missing. Those present were reminded that the next meeting of The Town House committee was being held on 27th January 2010.
8. Recreation Ground
Cllr. Elliott noted that the old goal posts had now been removed from the Plaistow, but that the other work required would be done when the weather improved.
With regard to renewing the “dog on lead” and “no dogs allowed” signs around the children’s play area, the Clerk offered to ask for a quotation from a sign making company in Cambridge to make tamper proof signs.

Nothing further to report.
10. Picknage Road Allotments
Cllr. Carlisle agreed to make arrangements for James King to meet with Mr Tim Ashcroft to produce a method statement for the clearance work required.
11. Health & Safety
Cllr. Elliott noted that the bushes on the Plaistow swings are still in need of replacement as is the bark under the climbing frame which can only be done when the weather is better. It was also noted that a seal on a fire extinguisher in the downstairs room had been removed, Cllr. Elliott agreed to inform Mrs Turner and Cllr. Martin agreed to arrange for the fire extinguisher to be repaired.
The Clerk read a letter from Chrishall Parish Council regarding planting additional hedges along the road between Great Chishill and Barley. The Councils response was that if Chrishall wished to coordinate such a project the Council would be happy to forward their suggestions to the local farmers and the Clerk agreed to write to Chrishall Parish Council accordingly.

13. Any Other Business
As a result of the bad weather it was noted that a number of pot holes had opened up. It was agreed that a letter should be written to Hertfordshire Highways noting the problem areas and also requesting that they look at alternative ways their management of heavy snow conditions could be improved. The Clerk also agreed to write to Howard Cottages and North Herts Homes regarding road salt provision for Greenbury Close and Bank side.
Cllr. Carlisle reported that an enquiry had been received regarding the letting of the Club Room; the people concerned had been shown around but at the time of the meeting nothing further had been heard from them.
The need for a travel plan for the village was discussed and the Clerk agreed to look into the matter to see what was involved.
